Build challenge for a POINTY STICK OF SILENCE!

I feel this has no difference from "How to make a build with a standard spear" because the on hit property can barely be made use. If the property is such like on hit: hold/stun/daze dc=14 50%/2rounds that would be much better. We can talk about how to rise the chance that enemy being struck by the on hit effect.

So... I just found a spear with just this property:
On Hit: Silence DC=14 5% / 5 Rounds

What kind of build would you make to use it? I imagine something with Greater Magic Weapon.

Assume 3 hits per round out of 6 and targets only fail on a 1. In that case the spear only applies silence 0.7% of the time

If you hit 6 times every time 1.3% of the time

I'd likely drop WM to 5 and increase Druid to 7 so you gain access to level 9 spells.

Stormlord is a 6/10 spell casting progression class here on this server. Thus... level 6 spells at best with the previously mentioned build.

Flame Weapon is good for trolls. But... Cleric comes with Divine Power, etc.
