DMs might make changes or ask you to write up alternative lore for the item, but it will get in eventually, so long as someone is putting forth the effort to work on it and patient enough to work with DM/QC/Dev staff through the process.

A private message is fine, though due to my own experiences with it, if you are submitting a long PM it is better to write it up in word or notepad so you can save it, then copy paste to the PM... EDIT: Note that the Starsword above was submitted with 1d6 magical damage. As an example of what we do, in this case since the damage type is magical it was reduced to 1d4 (almost nothing resists magical damage). The weapon still went in game, we just adjusted it to attempt to balance against other items that are available.

So I don't have to make it in a world editor, I just have to PM one of the crew and they will implement it?

It is a LOT faster if you are able to do the toolset work as well, though someone more well versed in it would have to say how that works. If you PM the staff and it gets approved it will be implemented EVENTUALLY. The more you make the longer the review process. I would suggest having a theme for all items in a shop request and associating it to an area, a guild or otherwise. Such as Rockrun, Darkhold, or what have you. If you just submit a boatload of weapons to see what sticks there are two issues. There will likely be some lore problems for them and it will take a long time to get responses from DMs and QC because there is just too much volume.
In addition there are limitations on how many new blueprints can be submitted and such. So I'd stick with a smallish set and then work on refining whatever is submitted as it goes along. If it is just an individual player request it is less likely to get support than if it has a theme within a faction/guild/city/location/etc.
