Warning! Contents of horse disappears if you have bag open on server crash
The server crashed after I had taken a wand out of my horse bag (I was selling on Soni'vaphra Anishtep in the farmlands). The bag was red, and then the server crashed. I was about to sell about 400,000 worth of wands and elixirs to a customer -- and all of those items were in my horse saddlebags.
I logged back in and the horse was not where I had left it. Then I went to the stable to get the horse and open the horse bag and everything was gone.
Let this be a word of warning to everyone. Horse storage can't be trusted as long as the server is so unstable. I had removed a wand of heroism followed by a wand of true seeing, when the server died. Neither was in my inventory either because I hadn't had time to save.
I don't know what the solution is. I didn't have screenshots of my stuff because inventory turns over too quickly. Hopefully this can serve as a warning for others. I've seen people keep epic gear on their horses. You should think twice before doing so.

As I’ve experienced it, when saddlebags are on the ground to add/remove, they are more or less “disconnected” from any backend database saving/storage.
Just like it one would drop an item on the ground, and then the Server crashed—likely, it wouldn’t be in the Inventory anymore, nor “on the Server,” because a crash/reset wipes the slate.
It’s a real pity, cause it seems you just got caught up in a moment of bad luck.

Please contact DM team to investigate. Horse is database stored, after all, maybe, admins/Devs can look at backups of it to know what you had there, say, yesterday.

People get inundated with requests though. If PMing the DM team is the best thing to do then I'll do it. Admins are the best group to contact about storage-related issues, as the DMs have no ability to resolve problems of this nature. It requires server-side access to our databases.
I agree that players should not use the horses for valuable items. There's actually been some (so far mostly tentative) discussion about removing the "packhorses" system, since a number of people have lost things using it. It was originally intended as a way for players to carry loot back from dungeons (in fact, I think dedude originally had it set up so that if the horse was killed all the loot on it would disappear by design, but folks on staff advised him away from that route), but in practice many people have stored valuable items on the horses instead. I'd advise against this, personally, after seeing many people lose things from this system.
The actual storage system, while also not perfect, is far more reliable for items you are unwilling or unable to lose.

If they are going to be used for this, the silly system that makes your horse ungroup with you and run away after every encounter needs to be removed. Players should be in charge of the protection of their own horse. I'm of the same mind for removing this ungroup part. Can't even use them to transport items well between settlements the intended way. The only non-hairloss inducing method presently is to stable the horse and then withdraw them at another settlement, nullifying the whole RP aspect of caravaneering.

Whatever system we do in the future it would be nice to be able to temporarily bring storage with you. I'd love to be able to store mine in the Enclave in an out-of-the-way place, for instance (putting a horse in there doesn't make sense). If someone RPs with Sonivaphra in the Enclave and I don't have the wands personally on me, I have to excuse myself and go to the farmlands because that's where the horse currently is.

Maecius restored a backup of the horse, so all is well. Thanks so much! I will be using the horse much less often as storage now.
