how does the experience remover in the nexus work?

I was wonder if i could use the experience removed in the nexus to 'de-level' 1 level?

is that what this is for?

Yes, indeed. You may remove as much XP as you'd like. Be mindful that the XP isn't returned via use of this NPC.

If you'd like redistribute your levels, you're looking at RCR.
