So imo this is less a suggestion and more a "In a world where this could happen"
Honestly, I'd personally love it! But I'm realistic about the server environment

sadly, many similar thoughts have been posted by folk and all been decried. It is unlikely there will be a server wipe, let alone a cap reduction or slowing up of leveling process any further than it may or may not be now.

Far from suicide, its a reasonable action to make comprehensive fixes rather than continuing on with a cobbled-together system based off of half changes over the last 15 years.
While I disagree with soft caps and cuts and such, a wipe and level cap without removing the RP, stories, and history, would allow for a lot of substantial changes that just won't happen otherwise (or will happen in ways that are more damaging over time).
But thats a conversation for another time, I think. While i am not a fan of soft caps and subjective qualifiers, I dont want ideas poo poo'd or shot down out of hand before they can even be discussed.

Personally I wouldn't be opposed to a vault wipe and level 20 cap as long as we can keep our existing characters and stories.
With regards to the tiered progression, my question is: who is supposed to assess if the character ready to move to the next tier?
If it's self assessed and automatically unlocked as soon as the time limit expires after X number of months we are back to square one.
If it is to be assessed by the DM team it's even worse. If a group of 6 people is to assess and make quests for 60+ characters and alts every five levels it's going to take not a month but a year to move out of level 5. Even if adhoc quests are not required and participation to metaplots is sufficient they still have to assess the evidence that such players participated. Not to mention how many more will complain about favouritism (real or perceived) when X moved on before them. Things like DMs suddenly disappearing and other having to pick up their work or DMs failing to keep adequate records is going to make the process even harder.

While this is all good in theory, it places far too much burden on the player base to continually develop and evolve their characters. To me it feels too much like the job I actually get paid to do: Having to submit my long term goals and provide periodic updates of my progression towards said goals. Not every player has a grand design for their character and just prefer to engage in casual role-play and let events determine their fate. As mentioned before you’ll just lose a chunk of the player base if you impose such an onerous requirements on them. Good in theory if you can find enough players dedicated to such a system, and there’s a reasonable return on investment for the time and efforts they place into character development. Though in a way players who already seriously invest in character development here do generally see a reasonable return on investment in various ways.
