Highest stealth
What is the highest stealth scores you can achieve, while still keeping a viable build?
I came up with a halfling rogue/wd/sd which ended with 49 and 51 in move silently and hide respectively.
I could up that a bit more by using more epic feats for greater dexes, but that'd go at the cost of epic dodge expose weakness and epic precision.
And still that build wasn't completely viable I think.
So, can the build masters enlighten me perhaps?

the build itself is a bit irrelevant, you need gear, even with all the feats and no gear you are not gonna get that high
27 dex w/ +3 item = 30 (+10)

I'm using a 27 Bard/3 Shadowdancer (thanks again, Steve) and it looks like once I hit epics it'll be really good. With Inspire Competence and Heroism I can get up to 31~ at 14th level even without stealth-boosty gear. It also has HiPS starting pretty earlier, so I don't see how you can do better than a Bard/Shadowdancer. Hm. Actually, 18 Bard, 3 Shadowdancer, 9 Assassin might be pretty good.

Druid can hit the 60s in hide and 50ish in ms. Having 32 dex forms and 2-3 spells with additional buffs tend to help immensely in that department.
If you got crazy and then put on stealth gear... well. Fun for the whole sneaky family.

except skills dont transfer to wildshape, my druid does have stealth cross class and gear
from being in normal form with gear to shifting and just having the dex bonus and spells the score drops off slightly

The shadowdancer levels are fairly redundant with 9 assassin (Unless you want expose weakness, but in that case Rogue would be better for more skills). You dont need the WD/SD combo if you plan for max stealth/Max efficiency. Rogue21/Assassin9 for example is much better than that. After that there are others classes you can multiclass with that can help your build - mostly in the AC/Speed/Saves department.

Not the highest, but one of my favorites:
Druid 20/whirling derv 3/Wilderness stalker 7.
Skill focus hide/ms with whirling derv, camouflage (running stealth) from wilderness stalker, and druid spells for the rest.
Does poop for damage, but enjoyable as an rp build.

It isn't a viable build, (unless you go crossbow sniper, maybe, which would require a few tweaks, lowering it's hide/ms) but...
A Duergar Ranger 17/druid 3/cavestalker 10 with full dex should get the highest possible hide/ms with hide in plain sight before items (at least while underground).
Unbuffed Hide = 33 (ranks) + 11 (dex) + 4 (trackless step) + 2 (stealthy) + 3 (skill focus) + 1 (wild child) + 3 (hide of stone) + 2 (void in space) = 59 Hide
Unbuffed Move Silently = 33 (ranks) + 11 (dex) + 4 (trackless step) + 2 (stealthy) + 3 (skill focus) + 1 (wild child) + 2 (void in space) + 4 (duergar) = 60 MS
72 hide/67 ms buffed with Cat's Grace, Camouflage and Pass without Trace with no items. With vendor bought items, one could easily reach 100/95 hide/ms. With a greater heroism potion, spiderskin scroll and a pair of Boots of Elvenkind (all fairly easy to obtain in the UD), it would reach the hard cap of 100/100 hide/ms (100/99 with a Heroism scroll, for a much longer lasting buff).

"effective" depends on the build not the stealth, however any build with really high SA dice are dependent on that damage and thus need to be able to either hide or feint to get sneaks
so something like 21/9 rogue assassin that has the highest SA dice you are gonna get is something that needs very high stealth as well as feint
but something like pretty much any AA stealth build, since AA puts out decent to really good damage (+5 EB arrows that stack with everything) you really dont have to rely on sneaks much except if you want/need extra damage
