Could you please let me know the timezone used for the end of the 100 percent RCR period? I want to ensure I do my last RCR below the 1 August deadline.

Until 15 August.
The time zone is hard to predict, since it will depend on the availability of whoever's doing the update. The safest bet is to count the 14th as your last day to do an RCR before it's returned to normal.

The 100% RCR is pushed to August 22? also does that mean you can RCR above 20th level?
